ECF Project Grants Scheme

The European Cultural Foundation - ECF promotes cultural co-operation in Europe. It aims to contribute to an open and democratic Europe, which respects the basic human rights and cultural diversity of its people.

ECF Supports European cultural cooperation and exchange using a grants scheme for stimulating initiatives that promote young people's creativity, exciting collaborative projects, often with a social dimension. There are two separate funding lines.

Fulbright - Schuman Programme

The Fulbright – Schuman Programme provides approximately 13 grants to citizens of EU Member States for study, research or lecturing on EU affairs, European integration or US-EU relations.

The programme is administered by the Commission for Educational Exchange between the United States, Belgium and Luxembourg with funding from the U.S. State Department and the Directorate- General for Education and Culture of the European Commission.

Heinrich Boll Foundation Scholarships

The Heinrich Böll Foundation grants scholarships to approximately 1,000 undergraduates, graduates, and PhD students of all subjects and nationalities per year, who are pursuing their degree at universities, universities of applied sciences (‘Fachhochschulen’), or universities of the arts (‘Kunsthochschulen”).

Scholarship recipients are expected to have excellent academic records, to be socially and politically engaged, and to have an active interest in the basic values of the foundation: ecology and sustainability, democracy and human rights, self determination and justice.

Lifelong Learning - Development of Innovative ICT-based Content, Services, Pedagogies and Practice for Lifelong Learning (Key Activity 3)

The transversal Key Activity 3 supports Information and Communication Technology (ICT) actions, designed to address teaching and learning needs concerning more than one sub-programme of the Lifelong Learning Programme (2007-2013).


The Lifelong Learning Programme comprises four sub-programmes (Erasmus, Comenius, Grundtvig and Leonardo Da Vinci) and is completed by a transversal programme focusing on policy cooperation, languages, information and communication technology and dissemination and exploitation of results. The transversal programme pursues activities that cut across two or more sub-programmes.
